When you add a scheduled change you're asked for a when - first the date, then the hour, then the time within the hour. This becomes an ISO style date which includes the timezone, but when you start you have no indication that it's actually local time. Simply changing the label 'When' on the dialog to 'When (local time)' would clarify this.
