139072 - Cookie policy changed between beta and RC1

Perhaps a dupe of 8473, but updating to RC1 from beta .99 shows this problem.

http://www.iwon.com/ uses cookies to keep track of your entries in their
contests as you click links on their web site.

I had always set my browser to 'enable cookies for the originating web site
only'.  This allowed iwon.com to set cookies and such, but should have not
allowed cookies from embedded images from other sites.

With RC1, and the setting set, iwon.com does not record entries when one clicks
around on their web site.  It did with beta .99 and the setting configured for
cookies from the originating web site.

As this seems to be a change from beta .99, I'm submitting this.  If this is the
intended behavior, this should be documented in compatibility notes, as I guess
this will impact all sorts of sites, especially web mail.

Steps to Reproduce:
1. Edit | Preferences | Privacy & Security | Cookies | Enable all cookies
2. http://www.iwon.com/
3. click urls, see entry count increase
4. Edit | Preferences | Privacy & Security | Cookies | Enable cookies for the
originating web site only
5. http://www.iwon.com/
6. click urls, entry count is frozen

Actual Results:  Cookies do not get updated for the originating web site

Expected Results:  I expected cookies to get updated for the originating web site

Although the symptoms are different, the patch just posted to bug 137079 will 
probably fix this bug as well.  Can someone who can reproduce this bug please 
apply that patch and see if it takes care of this problem.

Being marked fixed since the patch for 137079 is checked in on trunk.  However 
it is not yet fixed on the branch.
