Per bug 1386857 comment 13 the mochitest-valgrind jobs run on mozilla-central and are hidden, but that only happens because someone explicitly hid them. If we mark them as tier-3 then they will be hidden by default. This matters because we want to remove the tc() grouping from all our jobs that run in Taskcluster (which is almost everything now), but Treeherder stores a hash of info to track hidden jobs and changing that will unhide any jobs that were manually hidden. If they're marked as tier-3 they'll continue to be hidden.
