We are planning to move our VR module to a separate thread from GPU process/Compositor thread. For the long term plan, VR on Windows will be at a separate process.

We should add two threads for different purposes, the first one is for presenting VR frames, and the other one is for listening whether any VR devices changes.
This will be happening in FF58 along with moving WebVR to its own process on Windows (Bug 1362578).
