Steps how to reproduce with unzipped installer of  official en-US SeaMonkey 2.54a1 (NT 6.1; WOW64; rv:57.0) Gecko/20100101 Firefox/57.0 Build 20170813013143  (Default Classic Theme, German Language Pack active) on German WIN7 64bit:

1. Launch Browser - Full size Window, no TABs open
2. Scroll to bookmarks group with 40 entries or more with 'click on
   Exceed-">>" at right end of Bookmarks Toolbar 
   » Pulldown appears
3. Rightclick bookmarks group with 40 entries → Open all in TABs
   » Many new TABs appear
   Expected: all Bookmarks from Group appear as new TABs 
   Actual: only as many TABs will be opene as TAB Headings can be 
           shown in TABs bar without exceeding width.

a) Number of TABs depends on width of Sidebar. With now or narrow
   Sidebar more TABs will open than with full width Sidebar.
b) Was still ok  with unzipped installer of  official en-US 
   SeaMonkey 2.53a1 (NT 6.1; WOW64; rv:56.0) Gecko/20100101 
   Firefox/56.0 Build 20170720014833  (Default Classic Theme, 
   German Language Pack active) on German WIN7 64bit
confirming the same behavior with many tabs set in the preferences at Browser --> use current group.
When this group of URL is set to a large number (in my own case ~25 tabs), only the 10 or so tabs are opened, corresponding to the available width of the browser window.

SM Version: same as reporter, en-US on Win10.
NEW for now due to comment above. I can't imagine that the current new behavior might be intended.

Test with FF later.
