Steps to reproduce:
In the following page, when I dragging the text horizontally, it highlights instead of scrolling:

Can you go to about:support and let me know what it says for "Multiprocess Windows" and for "Asynchronous Pan/Zoom"?

No, Multiprocess Windows is banned (0/1) due to several addons, Asynchronous Pan/Zoom is No.

Ok, that explains why you're seeing that behaviour then. Without Multiprocess and APZ you won't get proper touch support in Firefox. If you disable the add-ons or wait until Firefox 57 when the add-ons will be automatically disabled, this should work for you.
