Tab label and Native title bar flashing when page reloaded(F5).
It is an eyesore.


Reproducible: always,  I am not sure but it may need slow PC.

Steps To Reproduce:
1. Open https://developer.mozilla.org/en-US/Add-ons/WebExtensions
     or https://dev.mozilla.jp/2009/09/intro/
2. Reload(F5)
   --- observe carefully, tab label
3. Optionally, Enable Titlebar
4. Reload(F5)
   --- observe carefully, tab label and native title bar

Actual Results:
Tab label and Native title bar flashing

Expected Results:
Not observed

Ouch, that sounds bad. :( Alice0775, would you be able to provide a screen capture of the problem so we can see it more clearly?

It's not that bad. As Alice says, you have pay close attention:

The label flickers for a frame or so, and it seems intermittent too.

It's more obvious if you use a script with location.reload()
