We need to set a format for communicating our requests to releng (and to QE) for setting the update rates in early beta. In emails to release-drivers we have to clearly explain background update rate from previous releases (for example from 55.0RC to 56.0b3), background update rate from previous betas (55.0b1 to 55.0b3), and manual updates being on or off. Since QE needs to do manual spotchecks we also need to establish a clear plan for that manual testing. This should also be outlined in a plan that we can all refer to (possibly from wiki.mozilla.org).
