1392931 - The bookmark toolbar's dimensions get smaller when you remove the Bookmarks toolbar icon, and bigger when putting it back

[Affected versions]:
- beta 56.ob4, Firefox 55.0

[Affected platforms]:
- Windows 10 x64, Ubuntu 16.04 x64, macOS 10.12

[Steps to reproduce]:
1. Right-click on Bookmarks icon
2. Click on "Move to Menu"
3. Click on hamburger menu and "Customize" 
4. Drag the Bookmark icon back in Toolbar

[Expected result]:
- The space in the Toolbar doesn't change.

[Actual result]:
- The Toolbar gets bigger. 

[Regression range]:
- I couldn't find a regression, but I did find out that beta 55.0b2 and Firefox 54.0 are not affected.

I'm pretty sure that before bug 1391017 (which landed on m-c a few minutes ago), this isn't the same issue. Worse, this issue got reported against 55 and 56 beta, but bug 1389966 was reported against nightly and deemed a regression from bug 1377184 - so I don't think these are dupes.

But given that we won't fix this for 56 anymore, let's track as a dupe of bug 1389966...
