Steps To Reproduce:
1. Launch Nightly(should includs Bug 1371765)
2. Download something so that download toolbar button will appear
3. Enter customize mode
4. Put new toolbar button on the left side of the download toolbar button
5. Exit customize mode
   --- Remember the order of the toolbar buttons
6. Restart Browser
7. Download something

Actual Results:
The download toolbar button appear at unexpected position

Expected Results:
The position and order of the toolbuttons should be as same as in step 5
Status: NEW → RESOLVED
