This bug causes bug 108176.
Steps to reproduce:
1. Ensure that Edit > Preferences > Navigator > Tabbed Browsing > Hide the
tab bar when only one tab is open is CHECKED! Restart if it wasn't.
2. Visit the testcase I'm about to attach.
3. Mouseover the two large links and let your mouse rest on each link
for a few seconds. Observe the behavior.
4. Press CTRL + T to create a new tab and enable the tab strip
5. Go back to the testcase which should be in the first tab
6. Mouseover the two large links and let your mouse rest on each link
for a few seconds.
Actual results: while hovering, mouseout is fired on the link with the TITLE
attribute.
Expected results: while hovering, mouseout should never be fired on either link.

Cant reproduce on build 2002-05-13-10-trunk on Linux. Can you still see this on
recent builds?

I see this as a /new/ bug on today's trunk Linux build. I'm sure I would
have noticed it before !

works fine on build 2002-12-23-trunk on linux, and on win2k. Resolving

I will verify this later. But it would be nice to know what fixed this if it is
indeed fixed. Jkeiser's recent esm changes are likely.
