1393848 - Move search-plugin resource entry to browser's content jar.mn

The `resource search-plugins chrome://browser/locale/searchplugins/` entry is currently in browser/locales/jar.mn which makes it populate all across langpacks.

Similarly to bug 1377911 I'd like to move it to browser/base/jar.mn
