tapping in the middle of the last line in a text box puts the cursor at the end of the line

Details
Steps to reproduce:
1) Load a Bugzilla bug on bugzilla.mozilla.org
2) Start typing in the comment box.
3) Once you have more than one line of text in the box, type tapping at various places in the box to drop the cursor for editing.
Actual results:
If you tap on any line other than the last one, the cursor drops at the spot you tapped.
If you tap on the last line of text (no linefeed at the end of the line), the cursor drops at the end of the line, not where you tapped. I can find no way to put the cursor in the middle of the line except to tap+hold to select a word then retype that word in addition to whatever else you were going to edit.
Expected results:
Cursor should always drop where you tap.
