STR:
1. Install attached "Popup Scroll" extension.
2. Pin to overflow menu.
3. Open popup from overflow menu.
4. Use the scrollbars and note any strange painting.
Background turns black and overflowing text renders in repeating artifacts.
Does not happen with extensions.webextensions.remote = false.
The issue remains after removal from the overflow menu for the rest of the session unless the extension is reloaded.

I suspect this is a dupe of bug 1380622, if not we'll re-open.
