I can't reproduce this on Windows 10 Nightly 57.0a1 (2017-08-29) (64-bit). What platform / environment are you testing on?
I tested in LTR, RTL, on English websites and http://www.bbc.com/arabic/world-41010500 for a website with an RTL title.

Windows 10 x86, DPI 150%, resolution 1920x1080, latest Nightly.
The issue seems to be occurring when session restoring, if the auto-selected tab after the restore is NOT the first one.
Will confirm once I get back home.

So my assumption here was incorrect.
First and foremost, it appears the page's title doesn't matter for this bug to reproduce. I've manage to reproduce it (and to not reproduce it- at the same time in other tabs) with pages whose titles are Hebrew or English.
The exact same page (with the same title) can be reproduced and not reproduced.
For my test I've used this page in every tab I've opened:

1. Opened a new window
2. After loading the mentioned page and reloading it again, the throbber worked OK
3. Opened a second tab in the same window, loaded the page, still throbber OK
4. Third tab had the issue
5. 4th and 5th tabs were OK
6. 6th NOT OK
7. 7th OK
8. 8th NOT OK
9. 9th and 10th OK
10. Once I've opened the 11th tab (**which causes Nightly on my screen to make the tab strip overflow**), all tabs except the first, second and third ones now have the issue
All of these steps are consistently reproducible on my machine.

Yes, that's true. This bug is not reproducible for all page loads and doesn't have any negative side-effects apart from the visual glitch.
