1394310 - (photon) Change primary color from orange to blue

We would like to change the primary color from orange(or yellow I'm not sure) to blue. After discussing with :carol, the color mapping is:

#FF9500 -> #0A84FF 
#E66000 -> #0979D9 
#DC5600 -> #086ACC

We would change all color code defined in both Java and CSS files.
