1. Go to about:addons, themes
2. Open dev panel
3. Change theme to dark

The dev panel's theme should become dark.

I finally get managed to find the actual changeset, please see bug 1389939. So this is intentional.

That's correct, this was intentionally removed due to the syncing behavior being buggy and photon default theme changes: https://bugzilla.mozilla.org/show_bug.cgi?id=1389939#c13. Sorry about that - it can be worked around by changing the devtools theme in the toolbox settings panel: https://developer.mozilla.org/en-US/docs/Tools/Settings#Themes.
