User Agent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36
Steps to reproduce:
1. Go to Preferences > Content > Languages.
2. Set your list of language to the following: "English/Australia" then "French".
3. Visit mail.google.com when you are not logged into Google account.
Actual results:
The website is in French.
Expected results:
The website is in English.
