We want to release Focus/Klar 1.3.

I'll attach the release APKs to this bug. We need to sign them with the release keys and upload them to Google Play.

The APKs are built from the code tagged as v1.3-RC1:

:jlorenzo added docs for this to increase the bus factor. Kim Moir is likely to look at this later on today (ET timezone)
If her plate is too busy today, one of us will do it by EOD.

As a general workaround, we're trying to increase the bus factor and have more RelEngers do this so that we can move even faster from now on! ;-)
