There are two testcases:

1) Scroller with background image
http://www.world-direct.com/mozilla/dhtml/scroller/scroll_demo.htm
Performance is really very bad (about 10times slower!)

2) Scroller without background image:
http://www.world-direct.com/mozilla/dhtml/scroller/scroll_demo_nobg.htm
Performance is fine

Tested this on win-xp,1.1ghz,512RAM with build 2002042209
as well as the experimental build of REFLOW_20020422_BRANCH. 

This is a regression, both testcases worked fine in 0.9.9
