1395645 - Fetch Pocket stories more frequently

Currently it's at 3 hours because in the doc it says 12-ish new articles a day, but I'm seeing Desktop refresh more often (probably because more articles get added during the day than uniformly spread out across a 24-hour period). Maybe we could bump this down to 1 hour.

Chenxia, is this as simple as bumping 3 -> 1 here [1]? Or perhaps we need to investigate if desktop is using some other criteria, or if this will be too heavy an impact on Pocket's servers or our user's data plans?

I haven't tested this because it's very time-consuming for such a simple
change.
