[Android Oreo] Can't add sites to home screen on Android 8

Details
Steps to reproduce:
1) Use Android 8
2) Open the Firefox new tab view.
3) Long-press any history entry to bring up the menu.
4) Choose Add to Home Screen.
Actual results:
Nothing is actually added to the home screen.
Expected results:
Expected to see an icon for the site on the home screen.
Additional info:
Happens with both release channel and nightly. Using the Pixel Launcher on Google Pixel. Chrome can add sites to home screen, but their icons get a small Chrome icon super-imposed on them. Hopefully we could avoid that and retain the experience from previous Android versions where our added home screen icons look as good as app icons.
