Why is this test so fuzzy but only for styloVsGecko on Mac?

I can't reproduce locally on macOS 10.13. I'm trying a build with the fuzz turned off.

Bug 1396151: Remove fuzzy on macOS for backgr_layers-opacity.html -- no longer needed.

https://reviewboard.mozilla.org/r/184800/#review189966

We don't run styloVsGecko on mac at all... reftest-stylo is only run on linux64 at the moment... so yeah we can just remove this annotation.
