Reproducible: always

Steps To Reproduce:
1. observe the height of bookmarks toolbar
2. add many link to the Bookmarks toolbar so that it will be overflowed(i.e. chevron will appear at the right side of the toolbar)

Actual Results:
The height is increased when overflowed

Expected Results:
The height should not be changed

I would say it's basically duplicate of Bug 1389966.
The height is not increased when overflowed only, but always when there is some icon added on the toolbar (since is customizable as any other toolbar).
