We have a request to enable a new language: Shuar (jiv).

They use a plural form that is currently not supported in intl/locale/PluralForm.jsm: they have a case for zero (where they reverse the order "number noun"), and another one for all other plurals.

Mapping to CLDR, it would be [0,5].
Tests pass locally with 

./mach xpcshell-test intl/locale/tests
