Device: 
 - Samsung Galaxy Note 4 (Android 5.0.1);
 - Nexus 5 (Android 6.0.1);
 - Nexus 6 (Android 7.1.1);  
 - Honor 8 (Android 7.0).

Build:
 - Nightly 57.0a1 (05-Sep-2017);

Prerequisites:
 - install Scitchboard:Experiments and enable LeanPlum

Steps to reproduce:
 1. Open Fennec and setup the device to receive any of the Campaign Push Notifications;
 2. Do not close the app and wait.

Expected result:
 No push notification is received with the app open.

Actual result:
 A push notification is received even if the app is in the foreground.

In the test, we send push after 5 minutes after "E_Launch_Browser" event. We don't know if the user is still running the app in the foreground or keep our app opened in the background. 

In the real world, we'll send this push for users that start our app many(e.g.14) days ago. In this scenario, normally the user won't have our app in the background.But if we really want to avoid this, maybe we can use " Last active time is prior? 5 minutes ago" in message targets?

Bogdan, given the latest offline clarification that it's in fact an Android limitation (push notification for active users), maybe you would like to verify the latest behavior with the "last active" Nevin has configured in the Leanplum dashboard, before the sing-off? Thanks.

From the testing we have conducted today this fix seems to work quite well. Marking this as verified.
