Firefox 56.0b9 (BuildId:20170903140023)

[Affected platforms]:
Ubuntu 16.04 64bit

[Steps to reproduce]:
1. Launch Firefox.
2. Access the https://devtools-html.github.io/debugger-examples/examples/todomvc/ webpage.
3. Open the debugger.
4. Open the todo-view.js file.
5. Add a breakpoint at line 34.
6. Add an todo item in the UI.
7. Hover over "this" from line 34.
8. Expand "$el and el".
9. Scroll while moving the mouse a little inside the panel.

[Expected result]:
Scrolling inside the panel is done without any issues.

[Actual result]:
Scrolling inside the panel while moving the mouse a little dismisses the tooltip panel.

[Regression range]:
I don't think that this is a regression.

This issue is verified fixed using Ubuntu 16.04 64 bit. Tested this using Firefox 68.0a1,67.0 and 66.0.5.
