Details
Steps to Reproduce:
1. Open the photon hamburger window
2. Click "Customize"
3. Use the touch screen to drag and drop the customize controls to the toolbar or overflow panel
Expected Results:
The controls are successfully dragged and dropped to the toolbar or overflow panel
Actual Results:
The controls in the are not dragged.
This was using the touch gestures using the Surface Pro 4.
