Rather than permafailing, that looks more like permafailing on machines in the range 076-095, and this is just a different expression of bug 1400071.
yes, these should be running on win10, in fact all but Ru, bc, and gl jobs are running on win10 now. :philor thanks for finding out that we have an issue with the specific machines!
