1400621 - Strings with only rejected suggestions should appear in the stats

Use case:
- Occasional localizer regularly checks Pontoon for new strings to translate. Clicks on "Missing", translates everything, then leaves.
- Reviewer comes in, and rejects some suggestions.
- Occasional localizer comes back, sees that still no strings are missing and leaves.


I would like occasional localizers to be able to see that there *are* strings with no approved translation nor pending suggestions: those are strings that require further work, and I would like for them to be able to easily discover that, so they can go in and provide a better suggestion.

Right now when I reject suggestions, no one tries to improve them before I go in and directly add an approved translation, that’s a missed opportunity.

I don’t know what’s the best solution, but I have one suggestion:

Those strings should be added back to the missing strings. Technically, there are  suggestions attached, but they are all rejected, so I don’t think it makes sense to keep them in the "Suggested" filter.
