1400633 - Swap Page Action Menu and Tabs entry points in iPhone portrait view

Moving the Tabs entry point to the bottom menu would cure several problems ar once. 

1- Tabs will be much easier to get at with a single hand, which is the ultimate goal, and will be implemented eventually so why not now?

2- Since Tabs are easier to get to we no longer need to add the tab management entries in the hamburger menu. Open a New Private Tab, Open a New Tab, and Show Tab were all added to address this hard to reach aspect. By moving the tabs entry icon, we no longer need this redundant UI. 

3- Because the Hamburger menu is no longer in the toolbar, we can use the three dot icon for the Page Action Menu, just like we do on the desktop. This change will also please Robin, who was very much against the double use of the share icon.
