Change three dot menu icon to trash can icon in Tabs Viewer.

If that Page Action Menu is going to use the three dot icon, then the menu in the Tab Viewing area needs to be switched to a trash icon. The Trash icon is clearer than the three dots, and also conforms to the iconography Focus™ uses for this same (ish) task.
Actually, this change should happen regardless of whether the Page Action menu gets a new icon.
