Details

No, I don't want to download the 'shockwave flash' plugin, but just about every
page I hit these days results in the same dialog asking the same question. Even
reloading an already visited page results in the question being asked again.
Needless to say, it's driving me up the wall! Am I supposed to give in and join
the dark side just to avoid the nagging dialog?

When I say I don't want to download the flash plugin, the browser should respect
that decision and *never* ask me again. After all, each and every page on which
a flash animation appears has a rectangle saying 'click here to download the
plugin' so there is really no possibility that I might be left not knowing how
to download it if I should change my mind at some point in the future.
I agree.  It shouldn't remember your preference for each site, since that would 
require a database of sites you've visited and said no, but I would agree 100% 
with a checkbox saying "Don't offer to download this plug-in again", and 
remembering your preference for every different plugin.
