Bug 178506 comment 218 mentioned this feature should be in an add-on (and it has been implemented in DownThemAll as well as: https://addons.mozilla.org/en-US/firefox/addon/preserve-download-modification/) I didn't see anything related to file modification time in the API documentation, should this be added? https://developer.mozilla.org/en-US/Add-ons/WebExtensions/API/downloads/download
This seems like a reasonable thing to consider, so I've added it to the design-decision-needed triage, but it definitely won't be in 57.

Hi Gary, this has been added to the agenda for the October 3 WebExtensions APIs triage. Would you be able to join us? Agenda: https://docs.google.com/document/d/1X5RmNq2tGC5Aw3npIKqxB2vhnVhg9uOoXh2TggduTPU/edit# Wiki: https://wiki.mozilla.org/Add-ons/Contribute/Triage#Next_Meeting
(In reply to Caitlin Neiman (http://pronoun.is/she) from comment #2) > Would you be able to join us? I'm not sure. I will be in the GMT+8 timezone then. In any case, this would be for feature parity with legacy add-ons, plus that bug 178506 comment 218 mentioned the feature should be in an add-on.
