Bug 178506 comment 218 mentioned this feature should be in an add-on (and it has been implemented in DownThemAll as well as:

I didn't see anything related to file modification time in the API documentation, should this be added?

This seems like a reasonable thing to consider, so I've added it to the design-decision-needed triage, but it definitely won't be in 57.

I'm not sure. I will be in the GMT+8 timezone then. In any case, this would be for feature parity with legacy add-ons, plus that bug 178506 comment 218 mentioned the feature should be in an add-on.
