Steps to reproduce:

Set to use a 6 column, 2 row, non compact newtab layout (preferred at 1080p)

browser.newtabpage.activity-stream.enabled = false
browser.newtabpage.compact = false
browser.newtabpage.columns = 6
browser.newtabpage.rows = 2


Actual results:

The number of Rows is not kept between sessions, it resets back to 3.
A user.js did not work to keep the setting.


Expected results:

Number of Rows should be maintained between sessions.
browser.newtabpage.rows should be respected.
