Replying to encrypted mail should override default pref not to encrypt

2002-04-24-08-1.0.0 build, Win2K

1.  In Mail Account Settings, the setting for encryption is set to never encrypt
2.  Select a message which someone has signed and encrypted to you
3.  Reply to the message.

Actual results:  Notice that the reply message you are composing is not encrypted.
Expected results:  Reply message you are composing should be encrypted.

It may be better to encrypt in this case because the user may be thinking that
s/he is encrypting because the original message was encrypted.
