1402652 - Wrong tab title / tooltip with redirect

1) Load https://www.facebook.com/asadotzler/posts/10155315810458347 (works in a new profile without a Facebook login)

2) Click More Comments, scroll down to Sean Martell comment's "For those who want to make art with it: http://design.firefox.com/.../sma.../brands/phoenix_logo.svg"

3) Command-click to open the link in a background tab. (Just a normal click doesn't seem to trigger this.)

4) Switch to tab. Notice that the tab title is "l.facebook.com/l.php...", as is the tooltip. The urlbar correctly reports http://design.firefox.com as the loaded URL, though.

Happens in both a current macOS Nightly and 55.0.3.
