Upgrading the instance types to t2.medium + https://bugzilla.mozilla.org/show_bug.cgi?id=1402746#c2 solved the problem for now. No need to spin more instances and spend $$$ unless we hit the limit. Will close this for now but will-reopen when we'll need this again, eventually.
