Details
Once Ted has the developer/loacl build working (bug 1401004), we should get a tier 2 build setup in automation.
The end goal here is to switch all Windows builds to this new process and retire the old Windows Server 2012+MozillaBuild based image.

Coop, I seem to recall we figured out WSL doesn't work? Should we close this?

I works fine, but the performance is not great yet. We want to keep coming back to this as MS releases new WSL versions.
