1403200 - migrate browser_console_variables_view_while_debugging.js to the new frontend

the test is checking various things in the variable view while the debugger is paused.
we should migrate it and test the same things in the object inspector

Attachment: Bug 1403200 - remove browser_webconsole_variables_view_while_debugging.js;

This test is an exact duplicate of browser_webconsole_variables_view_while_debugging_and_inspecting.js
except it doesn't start the inspector before performing the test.
I don't think it's worth keeping and maintaining both tests.
