1403523 - migrate mochitest-media on windows 10 from HW -> Taskcluster VM

while these tests run fine on hardware, ideally they should run on a virtual 
machine.

skipping 2 tests yields green:

If I can get some bugs annotated, I will suggest skipping the two tests and we can try to move these faster.
