Currently the clipboard bar is off by default.
If we are happy about the performance of the clipboard bar (contents from the iCloud clipboard is now being fetched off the main thread), the reason for the setting goes away. We should turn it on by default.

I still see about a 1 second delay

try opening one of the tabs on iOS
