1404461 - Remove all UI from login site

This can occur once:
 - Treeherder is upgraded (bug 1395356)
 - Releng services are upgraded (bug 1395357)
 - CLI logins are supported (bug 1395349) (this will cover logins from tools development too)

The root (https://login.taskcluster.net/) will redirect to whatever endpoint we devise in bug 1395349.

Treeherder supports logging in via the email option (for parity with the contributor experience we had with Persona), so this change would mean people could no longer do so.

Querying the prod Treeherder DB now, I see 474 users using LDAP and 71 using email. Filtering to those who have logged in during the last 30 days, there are 278 and 25 respectively. The users logging in via email appear to be a combination of (a) contributors (who may/may not have an LDAP account), (b) employees using non-moco or moco-alias email accounts.

The employee non-canonical email address use-case isn't one I feel needs supporting. The contributor one is possibly valid - in that not all contributors have an LDAP account, but may still want to assist with sheriffing (which requires being logged in) - though I'd be fine with dropping support in the future if everyone else was fine with it.
