140455 - anchor is not topmost item upon first load of XML page

***Overview Description: 
  I discovered this bug while reproducing and verifying bug 137632. The first
time you load this page "Self-Employment Tax" (bold heading) should be the first
visible item. Instead, two lines above, for no particular reason, "$72,600. For
Medicare tax" is the first readable line.

***Steps to Reproduce: 
1) Just load the provided url and obverve.

***Actual Results: 

"$72,600. For Medicare tax" or thereabouts is the first readable line.

***Expected Results: 

"Self-Employment Tax" (bold heading) should be the first visible item.

***Build Date & Platform Info:

All platforms with 20020424 builds on branch and trunk.
This goes back to at least the 20020410 build (before branch was cut) and the
behavior was unaffected by the two recent related fixes(re bug 137632 and
session history).

reloading the page and going back/forward to it revert to expected behavior(so
this happens exactly once per session); looks like layout needs the same love SH
just got.

This is just the usual "images load and the document scrolls" issue.  Not
XML-specific.
