1404723 - Firefox takes up unexpected amounts of CPU on "Marking bugs for the Firefox 57 release" page

Saw this comment on reddit about unexpected amounts of CPU use: https://www.reddit.com/r/firefox/comments/73lrvp/firefox_57beta_feels_extremely_fast_even_as_to/dnr922f/ "it consumes on Firefox Quantum 3 times more CPU usage than Chrome 61 Just because there is a Gif in the page". 

I tried to reproduce, and was surprised to see that I was able to. 

On a i5-2410M CPU @ 2.30GHz, Firefox takes up 12% CPU after loading https://wiki.mozilla.org/Bugmasters/Marking_bugs_for_the_Firefox_57_release 

Steps to reproduce:

1. Open Firefox
2. Load https://wiki.mozilla.org/Bugmasters/Marking_bugs_for_the_Firefox_57_release
3. Wait until loaded.

What happens:

12% CPU use on i5-2410M

Expected result:

Closer to 0% CPU after fully loaded. This is around what I saw in Chrome on the same machine.

The problem seems to be with the gif "<img alt="Tracking-flags.gif" src="/images/b/b2/Tracking-flags.gif" width="640" height="480">" in that wiki page. If i block that gif with Ublock element picker and reload the page, this issue disappears.

Yes, this is more than a minute long GIF, done at 60fps.  A bit of an overkill.  We currently decode as fast as possible, rather than as fast as needed, which is what pegs the CPU.  Bug 523950 (from 2009 :) should take care of this, patches in review.  Reducing peak memory, total memory and peak CPU usage.

The change is too large for 57, but we may be able to land it in 58.

- Ensure ovr_GetSessionStatus is polled even when a VR presentation
  is not active.
- When we fail to initialize an Oculus Session or detect VR hardware,
  immediately unload the Oculus Library as we can't poll for ShouldQuit
  without a valid Oculus session.
- When we poll ovr_GetSessionStatus, we are now updating the mounted state
  in VRDisplayInfo::mIsMounted.
- Added prefs to control enumeration throttling and timeout to release
  VR hardware when inactive.
- Some refactoring to make frame loop more understandable and less
  brittle.
- When throttling enumeration, we ensure that all other VR apis
  also throttle enumeration so that they don't pick up the same device
  during throttling.

Latest nightly contains the fix from bug 523950. CPU usage seems better than Chromium for me on Linux, which was a nice surprise :).
