don't know how to describe this, but sometimes the curson just seems to stick to
the page and when I move the cursor, the whole page will move with the cursor. 
I can usually control click and unfreeze it.  It does not happen often.  

I suspect it is my mistake -- hitting wrong combination of keys or by
accidentally hitting the right click button (ctr. +click)

Sounds like bug 48037
I've been seeing this in OS/2 for at least 10 days, but more random than
specified in bug 48037. I don't recall ever right clicking while holding left
down on slider.
