1405631 - Remove broken firefox-l10n.js code from langpacks

We're packaging firefox-l10n.js file into langpacks, but then we're not loading it because we package it into a wrong path.

We won't support it in the new webextension based langpacks, and Axel asked me to remove it explicitly in a separate patch.
