1405686 - Re-enable mochitest dom/media/test/test_mediarecorder_record_changing_video_resolution.html for webrender

I'm going to disable this mochitest in bug 1367879, this bug is tracking re-enabling it. I did a cursory investigation and suspect the problem is that canvas recording in WR is slower and causing this test to fail. See bug 1367879 comment 12.

This test seems to be green on Linux now, along with a few others that were previously failing. I suspect bug 1437036 probably helped. Will wait for the windows results too before putting the patch up for review.
