Apparently, there are already Linux packages for Brotli on e.g. Debian or Fedora. It makes sense to use them instead of building it from modules/brotli.
This is low priority unless needed by downstream packagers, as using the in-repo brotli means there is exactly one version of brotli's source code to support which means behavior is well-defined and predictable. Supporting system brotli just creates more variance and therefore requires more effort to support.
