1405807 - make a quick triage view for orangefactor

currently orangefactor has a default view, then fields for narrowing down the view.

I would like to have a single url: http://brasstacks.mozilla.com/orangefactor/index.html?triage

that would:
* only show bugs with >=30 failures (bonus for adjusting this via url)
* ignore bugs that have [stockwell needswork] (bonus, optional flag)
* ignore bugs that have [stockwell infra]
* ignore bugs that have [stockwell fixed:*]
* ignore bugs that have [stockwell disabled]

this would leave:
* bugs with no [stockwell *] whiteboard tag
* bugs with [stockwell unknown] whiteboard tag
* bugs with [stockwell disable-recommended] whiteboard tag


some bonus options:

^ shows failures >=20, and shows needswork bugs as well

thanks for checking in on this :sclements, I think we can close this- we have other dashboards and a process in place for managing failures. As things change going forward we would like to rethink all thresholds/values/tools and make sure it is most effective.
